Another border town, just south of the border in England. Carlisle actually qualifies as a city in the English sense, boasting a cathedral, albeit a small one. In addition, it has a castle and an extensive shopping area. Your Freedom of Scotland pass will get you to Carlisle.

If you have a BritRail pass, Carlisle is the starting point for the famous Settle and Carlisle railway, one of England’s most scenic routes.
